Recently, Associate Professor Zhang Sanbao of EMS and Professor Zhang Zhixue of Guanghua School of Management of Peking University completed the "China Province Business Environment Research Report 2020"officially released.The report assessed the business environment of 31 provincial administrative regions, 7 regions and 9 regional strategies/initiatives in Mainland China, compared the business environment of the "national overall" and "different regions", and formed 31 provincial reports , Put forward detailed and specific suggestions on the next step "how to actively promote the optimization of the business environment". "This work was completed during the most raging period of the new crown epidemic. At that time, although we were located in Hubei and Beijing,we sincerely cooperated and encouraged each other to overcome our inner anxiety with diligence and even selfless work,"said Associate Professor Zhang Sanbao,"We look forward to it.This research can help post-epidemic recovery and high-quality development during the 14th Five-Year Plan period, and provide data support for the study of macro-micro linkage."This report identified the four aspects of the business environment construction in the"13th Five-Year Plan"outline"market environment, government environment, legal policy environment, and humanistic environment" as the first-level indicators; on this basis, refer to the"Optimizing Business"Environmental Regulations"and absorbed the relevant indicators of a number of domestic and foreign mainstream evaluation systems,respectively forming "financing,innovation,fair competition,resource acquisition and market intermediation", "government efficiency, government integrity and government care", "policy transparency, judicial justice" ""Opening to the outside world, social credit" and other 12 secondary indicators.Based on the number of times reflected in the"Regulations on Optimizing the Business Environment",the weight of each secondary indicator is determined,and the weight of the primary indicator is obtained by adding up.Finally,based on the existing reference indicator system and data availability,24 three-level indicators were determined.As a result,a business environment evaluation index system for provinces in mainland China has been constructed.

Main findings:

-The business environment of each province presents hierarchical characteristics,and the equilibrium degree of the sub-environment is quite different.

-The business environment can be divided into 7 levels. Provinces in the middle and backward tiers are the most concentrated, accounting for the top 1/2.

-The top ten rankings of the national business environment index are:Beijing,Shanghai, Guangdong, Sichuan, Jiangsu, Chongqing, Zhejiang, Anhui, Shandong, Guizhou.

-The level of economic development is not simply the same as the level of the business environment. The ranking of the business environment of some provinces does not match the geographical endowment or administrative level.

-Jilin, Heilongjiang and Liaoning belong to the middle and backward grades, and the three northeastern provinces urgently need to improve the business environment.

-In some provinces, the "sub-environmental balance" and the "overall business environment" are seriously inverted.

-The business environment of different regions is significantly different: Eastern China is far ahead, followed by Southwest, North China, and South China. These four regions are higher than the national average; Central China, Northeast and Northwest are lower than the national average.

-The business environment balance among the nine regional development strategies is uneven: half of the regional business environments are higher than the national average.

policy suggestion:

-Provincial governments can compare scores and rankings and take targeted measures to optimize the business environment.

-Beijing, Shanghai, Guangdong and Sichuan continue to deepen reforms and continue to lead. -Zhejiang, Anhui and Guizhou, while maintaining their overall advantages, strive to make up for their shortcomings.

-For provinces with lower overall rankings, efforts can be made to optimize sub-environments with comparative advantages, and firstly improve the overall level.

-An interactive learning mechanism should be formed between provinces to promote reform and excellence through evaluation, and promote high-quality development.
