This paper evaluates the consequences of a food-safety program in China, which prioritized grain production in 800 selected counties after 2010. We find that these counties experienced a substantial decline in the production of cash crops and in agricultural employment after 2010, but their grain output only increased mildly. We then develop a spatial equilibrium model to gauge the aggregate effects of the program, which features heterogeneous worker abilities, sectoral choices and crop choices. To rationalize the empirical findings, the model implies a low correlation of worker abilities to grow cash and grain crops, a key parameter that determines the reallocation between crops. Counterfactual analysis shows that the program has a limited effect on aggregate grain output.
