Intelligence support against the war of epidemic-Solutions condensed from academy and responsibility behind cogitation EP1

Since the outbreak of COVID-19, With a deep attachment of home and country with a strong responsibility, the scholars of Economics andManagement School of Wuhan University have closely observed development of the epidemic area, and wrote articles for the country's most needed anti-epidemic field, provided consultations and suggestions for government decision-making agencies at all levels to fight the epidemic, and try to help all kinds of business organizations get out of the predicament with intelligent solutions.

01 Professor DENG Xinming

Professor Deng published an article "4 tips to help enterprises carry out strategic“self-rescue”under the impact of epidemic" in the journal of China EU Business Review to provide advice for enterprises to get out of their predicament. Professor Deng pointed out that the epidemic will inevitably lead to a period of economic downturn, and will also have a substantial impact on the living habits of the people and public needs, which will lead to corresponding adjustments in government policies, future industrial structure and layout, etc. Facing the problem of how to carry out strategic "self-rescue" by enterprises, he proposed a correlation diagram between external environment and enterprise strategic response, revealing how enterprises take strategic response different from normal situation in short-term and long-term aspects in view of external impact of epidemi. Professor Deng encourages enterprises to "endure" until the flourishing of business.

02 Professor FAN Ruguo

Based on the National Governance and Economic System Modernization Research Center of Wuhan University, Professor Fan instructed students to propose 16 research topics on theoretical and practical questions against the epidemic, and submitted 4 consultation reports on epidemic prevention and control to relevant state departments. On February 13, Professor Fan put forward the "Relevant Research, Judgment, Prevention and Control Recommendations on the Development of Wuhan and the National Epidemic" based on relevant data models. In the report, he used the complex network SEIR model to study the spread of the new type of pneumonia in Wuhan based on the special situation of Wuhan and combined with the transmission characteristics, and put forward several suggestions on the prevention and control of the Wuhan epidemic. Professor Fan's "Weak Links in Prevention and Control of Wuhan COVID-19 Epidemic and Countermeasures and Suggestions" was admitted as the first batch of projects approved for the "Fighting COVID-19" Humanities and Social Sciences Emergency Research Project of Wuhan University.

03 Professor LIU Chengkui

Professor Liu’s opinions: the sudden COVID-19 epidemic left many small and medium-sized enterprises with no choice but to suspend business and close stores, thus their development is facing tremendous pressure. While stable development of these SMEs is directly related to many issues such as employment, people's livelihood, and economy. It is recommended to make full use of Internet technology to achieve "precise assistance", vigorously reduce the burden on enterprises, strive to stabilize corporate positions, effectively increase financial support, and strengthen policy implementation. Professor Liu Chengkui's "Research on Countermeasures to Support the Stable Development of Small and Medium-sized Enterprises in Response to COVID-19" was admitted as the first batch of projects approved for the "Fighting COVID-19" Humanities and Social Sciences Emergency Research Project of Wuhan University.

04 Professor LIU Qiongzhi

In a telephone interview with Economic Observation Network, Professor Liu said that Hubei is the main battlefield of this epidemic, and the depth, breadth, and length of the epidemic’s impact are currently unpredictable. In addition to national policies, Hubei should take more measures in terms of preferential fiscal and taxation policies. First of all, support should be given to industries such as transportation, catering, accommodation, and tourism that are particularly severely affected by the epidemic, and preferential treatment in terms of tax rates, taxation scope, taxpayers and other major elements of the tax system. For export enterprises and small and medium-sized enterprises, the government should also provide tax rebates and financial assistance. Especially for infrastructure construction in the fields of public health, sanitation and epidemic prevention, the government should also provide support in aspects of infrastructure land, minimum capital requirements, government investment, preferential tax rates, etc.

05 Assistant Professor LIU Yan

As a KOL columnist for Sina Finance, Professor Liu Yan put forward relevant suggestions to strengthen credit support for small, medium and micro enterprises in the prevention and control of the epidemic and the resumption of production and work in an interview. In order to make preparations for the resumption of work and production in the whole society after the epidemic subsides at the end of the first quarter or the beginning of the second quarter, it is necessary to make further use of credit support as a powerful tool to prepare in advance for the rapid resumption of production by enterprises in various industries. Among them, special attentions are necessary towards credit support for small, medium and micro enterprises, and to ensure that large-scale corporate failures and layoffs do not occur during the epidemic control period, also guarantee that the industrial chain can fully operate. Increase credit support and fully cooperate with the national epidemic prevention and control work.
